Title: Inherently Safe Fuse Holders

Are the fuse holders in the Fluke 5700A considered Inherently Safe fuser holders IAW 33-1-32?
Littlefuse has a group of fuse holders labeled Internation Shock-Safe fuse Panel mount holders that look like the fuse holders in Fluke 5700A's.    So are Shock-safe panel mount type fuse holders considered inherently safe?

Can't you tell?  If in doubt I would comply with 33-1-32 and make sure the high side is on the back of the fuse holder.
