I hope they follow the standard Civil Service hiring process. If you are a Vet, if you qualified, if you score high enough on the roster to be referred, then I hope you are selected. But to just take the current contractor employees and attempt to convert them to Civil Service without following the proper procedures is a perversion of the system and I hope that does not happen.
