"I often say that when you can measure what you are speaking about, and express it in numbers, you know something about it; but when you cannot measure it, when you cannot express it in numbers, your knowledge is of a meagre and unsatisfactory kind."

I never heard that one (and I've been in the biz 34 years).  Is that USAF lingo?

There are numeric suffixes for (Army) NRTS codes:

NRTS-1: Repair Not Authorized
NRTS-2: Lack of Equipment, Tools, or Facilities
NRTS-3: Lack of Technical Skills
NRTS-4: Lack of Parts
NRTS-5: Shop Backlog
NRTS-6: Lack of Technical Data
NRTS-7: Excess to Base Requirements
NRTS-8: <Not Used>
NRTS-9: Condemned

The USAF codes are the same, except:
NRTS-8: Return to Depot by Direction of <specified authority>
NRTS-10: Repair Not Authorized; Item Under Warranty

It never hurts to NRTS...
There are only 10 types of people in this world.  Those who understand binary, and those who don't.
