Fluke 1587

I'm having issues with a Fluke 1587 Insulation multimeter. The procedure indicates preforming a continuity check. This check is preform by applying 103Ω, beeper off and then 23Ω beeper on. The problem is the beeper stays on regardless of Ω value, unless the meter is reset, turned off/back on. Anyone have experience with these and a possible solution.
