Wrist strap testers specifications

I have always found it hard to find specifications for various makes and models of wrist strap testers and I am currently having this problem. Of course, it's easy to find at what resistance they should change states but not an actual specification.
I do recall seeing somewhere a general, possibly a government publication, listing specification for static testing that appeased the auditors. Does any know of such a publication, or something similar?

i know when we did PM's of the mats and the testers before the days of these fancy red light green light testers, we just measured the resistance but the readings were specific to that strap model number. here are some references i found pertaining to ESD.
